Fix #4852: Clicking on the hook icon for a person does not return it to the original location (#4854)

Add tests

This reverts commit 3f767ed8 and replaces it with exact check that
doesn't trigger array-bounds GCC warning with `-O3`

Add msbuild / msvc / windows support for tests

This makes test data not require `extern`
